Abstract

The welfare of employees in tertiary institutions is a critical determinant of institutional productivity, quality service delivery, and national development. In recognition of the financial difficulties faced by academic and non-academic staff, the Nigerian Government introduced the Tertiary Institutions Staff Loan Programme to provide affordable financial assistance for housing, transportation, education, healthcare, entrepreneurship, and other personal needs. The programme was designed to improve staff welfare, reduce financial stress, enhance job satisfaction, and promote greater commitment to institutional goals. Despite these laudable objectives, its implementation has been constrained by several operational and policy challenges. This paper examines the major implementation challenges confronting the programme, including inadequate funding, bureaucratic procedures, stringent eligibility requirements, loan repayment difficulties, lack of transparency in loan administration, and weak monitoring and evaluation mechanisms. The paper argues that unless these implementation constraints are effectively addressed, the programme may not achieve its intended objectives. It concludes that strengthening institutional governance, improving transparency, increasing financial allocation, simplifying administrative procedures, and adopting digital loan management systems are essential for enhancing the effectiveness and sustainability of the programme.
